On February 28, 1996 at approximately 1:35 a.m. Deontae was shot in the back by Portland,
Oregon Police officers. A K-9 unit arrived on the scene at 1:48 a.m. and began a search.
Upon approaching the backyard of the fourth yard searched officers observed Deontae in the
backyard. He was laying face up and breathing heavily. The dog was ordered to approach
Deontae and shake his arm. Deontae showed no response to the dog.
Although Deontae was still breathing, no officer called for medical assistance or
attempted to approach Deontae and give aid. When officers did finally approach Deontae, at
approximately 3:00 a.m., he was already dead. Deontae's autopsy estimated the time of
death to be approximately 2:45 a.m. The cause of death was loss of blood caused by a

Portland Police. That lawsuit has been dismissed under questionable circumstances.
